Pointillism

To get technical, Pointillism is a style of painting rather than a technique. In the late 1800s, Georges Seurat theorized that he could produce more controlled colour mixtures by juxtaposing tiny brushstrokes of pure colour than he could produce if he premixed the colours on the palette. That is, he hoped putting dots of yellow and blue side by side would produce a better appearance of green (through optical blending) than if he mixed yellow and blue paint together on the palette first.

For example: The full effect of the optical blending is best appreciated from a distance but close up it's easier to see the technique.

Any sort of small marks would do the trick for Pointillism. The most common is dots, and that technique is called stippling.
